City comments on Shirley Warrior named interim Police Chief of the Pine Bluff Police Department

UPDATE: The City of Pine Bluff has released the following information about the change of police chief:

The City of Pine Bluff announces the separation of Police Chief Denise Richardson. Chief Richardson has served with dedication and commitment to the safety and well-being of our community.

During her tenure, Chief Richardson’s leadership played a pivotal role in the operations of the Pine Bluff Police Department. Her focus on law enforcement, public safety, and community engagement contributed significantly to the city’s progress in public safety initiatives. We recognize and appreciate her unwavering commitment to protecting our citizens and maintaining peace in our community.

“We are grateful for Chief Richardson’s service and leadership over the years. Her contributions to the department and her tireless work ethic have been integral to our efforts in enhancing public safety in Pine Bluff,” said Mayor Vivian Flowers. “We wish her the best in all future endeavors and sincerely thank her for her service to the city.”

In accordance with Arkansas Code § 14-42-110, which grants the mayor the authority to make changes in appointed department heads, when necessary, this decision has been made to ensure the continued advancement of the police department and its mission to serve the community effectively.

On March 25, 2025, Deputy Chief Shirley Warrior was sworn in as Acting Chief of the Pine Bluff Police Department, providing steady leadership during this transition. An interim chief will be appointed to ensure the department operates smoothly and that public safety remains a top priority. The City of Pine Bluff is committed to conducting a thorough search for new leadership that upholds the highest standards of accountability, strengthens community trust, and enhances public safety.

According to Pine Bluff Third Ward City Councilwoman Lanette Frazier Pine Bluff Police Department Deputy Chief Shirley Warrior was sworn in as interim Chief of the department on Tuesday morning.

Pine Bluff Police Department Public Information Officer Lt. David DeFoor confirmed the news to Deltaplex News Tuesday afternoon.

Warrior began her career with the Pine Bluff Police Department on July 26, 1990. Warrior is a Pine Bluff, Arkansas native, and graduate of Pine Bluff High School Class of 1979. Warrior earned a Bachelor of Arts degree in Criminal Justice from the University of Arkansas at Pine Bluff, and she is a graduate of Dick Arthur’s Polygraph School.

Throughout her time with the department, Warrior gained experience in several divisions to include Patrol, Tri-County Drug Task Force, VICE, Office of Professional Standards, and the Service Division.

Warrior has been supervising the Public Relations/Community Oriented Policing and Service Division, and helps to coordinate the Group Violence Intervention Program (GVI).
