Be the Change has honored retired Arkansas State Trooper and Pine Bluff Police Chief Lloyd Franklin Sr. with their Distinguished Service Award is in honor of his significant contributions to public safety and community trust in Arkansas.
With a background in business administration and advanced studies, Mr. Franklin has an extensive career in law enforcement, starting with the Arkansas State Police. He held key positions such as Commander of Narcotics Investigations and Arkansas State Fire Marshal, focusing on prevention and policy enhancement.
After state service, he served as Chief of Police in Pine Bluff, where his leadership skills continued to impact the community positively. Mr. Franklin’s commitment extends beyond his professional roles, as he actively participates in community and youth development initiatives.
His involvement includes serving on various boards and mentoring young individuals through organizations like the Pine Bluff Boxing Club and Kappa Alpha Psi Fraternity, Inc.
