
The Pine Bluff Fraternal Order of Police has released a statement on the firing of former Police Chief Denise Richardson by Mayor Vivian Flowers. That statement is shared below:
As President of the Pine Bluff Fraternal Order of Police, I want to begin by acknowledging our continued respect for Mayor Vivian Flowers and the significant responsibilities that come with leading our city. That said, we respectfully but firmly disagree with her decision to terminate Chief of Police Denise Richardson, who was appointed on July 20, 2022, and served until her dismissal on March 24, 2025.
• Overall crime was reduced by 11% through renewed focus on community policing and internal strategic initiatives.
• The department achieved State Accreditation for the first time in its history, dating back to 1839.
• She implemented a take-home car policy, wellness programs, and peer support initiatives aimed at improving officer retention, morale, and mental health.
• Shift scheduling was restructured to improve officer work-life balance and maximize coverage during high-crime hours.
• Chief Richardson secured lateral pay ordinances to attract certified officers and spearheaded complete policy revisions with new training and accreditation systems.
• She led the launch of the Real Time Crime Center, a major initiative designed to revolutionize real-time response and data-driven policing in Pine Bluff.
• Public communication and transparency were prioritized through a new interactive website and revamped social media presence.
• She directed the successful re-entry of the PBPD Vice Unit into the Tri-County Drug Task Force, enhancing regional collaboration.
• Under her command, the department introduced modern tech tools like IAPRO BLUE TEAM for accountability, e-Cite/e-Crash systems, new drones, upgraded patrol bikes, and more.
• She introduced new grooming standards, upgraded uniforms, and led impactful community programs such as Shop with a Cop and the re-launch of Bike Patrol.
• Chief Richardson was recognized nationally and locally for her service, including the 2022 NAWLEE Rising Star Award, 2023 Pine Bluff Chamber Woman in Public Service Award, and 2024 Urbane Magazine Women of Worth in Public Service Award.
These achievements are only part of what she brought to our department and our community. Her vision and drive left Pine Bluff’s law enforcement infrastructure stronger, more accountable, and more connected to the citizens we serve.
